Abstract This paper stands to critique the Cultural Imperialism Theory. The paper further looks at both the negative and the positive effects of Cultural Imperialism. The cultural imperialism theory sets to shape the concept of cultural imperialism itself. It concludes that, though the western world is eroding the culture of developing countries and Nigeria as a study, Nigeria as a Nation should put on some safety belt in safeguarding our heritage. According to the New Oxford Dictionary, culture is the cumulative deposit of knowledge, experience, beliefs, values, attitudes, meanings, religion, notions of time, roles, spatial relations, concept of the universe, and material objects and possessions acquire by a group of people in the course of generations through individual land group striving.Imperialism as defined by the Dictionary of Human Geography, is the creation and maintenance of an unequal economic, cultural and territorial relationship, usually between states and often in the form of an empire, based on domination and subordination. Children’s Functional Health Pattern Assessment Essay

The U.S. health care delivery system has gone through enormous and transformational changes in the past two decades. The traditional hospital-centered health care delivery is no longer able to support the expanded demands of health care services, especially outside hospitals. In the same token, the traditional role of a nurse as bedside direct caregiver is insufficient to meet the accelerating needs of nurses in other areas, such as health promotion and disease prevention, case management, leadership and research. As a result of that, preparation of the entry-level of professional nurses requires a broader competencies so that nurses are educationally prepared to function with more independence in delivering diversified care. The American Association of Colleges of Nursing (AACN) recognized the Bachelor of Science degree in nursing as the minimum educational requirement for professional nursing practice (AACN, 2000). There are significant differences between associate degree nursing programs and baccalaureate degree nursing programs. The baccalaureate program not only include all of curriculum in the associate degree programs, but also provides in-depth study in physical and social sciences, nursing research, leadership and management, community and public health nursing, patient education, and the humanities (Johnston, 2009). The broader and more in-depth education enhance professional development and critical thinking. The baccalaureate graduate is prepared to better understand many issues in culture, society, economy and politics. Such skills are essential for today’s nursing professionals. In clinical practice, associate degree nurses provide bedside care in less complex situation while baccalaureate degree nurses design and manage a comprehensive plan of care. They understand more in patient’s signs and symptoms, supervise other nursing personnel, support staff, and guide patients through the complicated health care resources in a community, and educate patients on health care options and advanced directives . Over the past several years, researchers and policymakers have identified that educational preparation does make a huge difference in how nurses practice. Johnson’s (1988) meta-analysis indicated that there were  significant differences between professional (baccalaureate degree) and technical (associate degree and diploma) nurses on measures of nurse performance. Measures included communication skills, knowledge, problem-solving, and professional role. Pardue (1987) investigated the differences in critical thinking ability and decision-making skills among 121 associate degree, diploma, baccalaureate, and master’s prepared nurses. Results indicated that nurses with master’s and baccalaureate degrees had the highest scores in critical thinking ability. In my hospital the ICU nurses are BSN’s, and they are responsible for patient education in addition to providing bedside care. An example of a patient care situation that was positively affected by having a BSN nurse available, recently occurred at the department where I work. A 37 year-old lady who is a post-liver transplant patient was admitted to the ICU for organ rejection and severe anemia. The medication compliance issue was brought up by the resident doctors. The ICU nurse provided medication reconciliation and discovered that patient often missed Prednisone. The nurse therefore spent more time on educating post-transplant immunosuppressant medications and reinforcing the importance to be compliant with medication regimen. The patient finally confessed that Prednisone made her gain lots of weight, which was the main reason why she did not take this medication. The nurse researched clinical evidence based on patient’s primary diagnosis and corresponded medical treatment options. She realized that patient has a diagnosis of recurrent autoimmune hepatitis and Prednisone is one of medications that treat autoimmune disease. The ICU nurse called out a meeting with the multidisciplinary team included the transplant social worker, pharmacist, nutritionist, nurse practitioners and surgeons. Patient and her care giver husband were also invited to the discussion of the plan for her care. Because of the shared decision making, the transplant team agreed to lower her Prednisone dose to the minimum and add a small dose of diuretic to avoid water retention caused by Prednisone. Through social worker’s help, patient agreed to take Prednisone every day and her husband promised to remind her to take the medication. Nutritionist provided consultation in fluid and salt restriction. This example demonstrated that the baccalaureate degree nurse was well prepared to understand the pathophysiology and disease process. She conducted research study and obtained the best available evidence in reference to patient’s care. Finally she used her coordination and collaboration skills and gathered a meeting of the multidisciplinary team and patient’s family. She also demonstrated a strong leadership skill in case management. She placed patient at the center of the care and approached to a shared decision-making. Without any doubt, her performance is a result of the educational preparation she received from the baccalaureate nursing program. If this case was handled by an associated degree nurse, her educational skill sets might not have prepare her to fulfill the task. In this LAB (6.2.4) it was required to set up a high-speed wireless environment just to transfer files between LAPTOP and computer at very high speed and not to install an extra device. LAPTOP already has a built-in wireless network adaptor. After reviewing LAB 6.2.2 (Wireless Standard Facts) and amongst the given adaptors I choose 802.11b/g adapter. There were many other devices also available in this LAB including an access point. I installed the 802.11b/g wireless adapter on the computer. As per the Wireless Standards, Facts 802.11g operates at 2.4 GHz at speeds up to 54 Mbps. With just the wireless adapter installed, you can create an ad hoc wireless network and connect directly to the laptop to transfer files (Saha, Mukherjee, & Bandyopadhyay, 2003).

Thorstein Veblen coined the term ‘pecuniary emulation’ to explain a social phenomena that one living in these contemporary times might call Keeping up with the Jones.’   His work, ‘Theory of the Leisure Class’ was released at the end of the nineteenth century.   And while a reading of it in the 21st century might uncover some weaknesses to his argumentation, one cannot deny the social significance and impact of his theory. One of the more interesting assertions that Veblen maintains is that the idea behind consumption can be examined through a lens of status considerations.   What one spends on will ultimately reflect on who they would want to become. Although the subject of this essay is specifically the distinctions drawn between non-industrial (non-productive) and industrial (productive) types of work, it is instructive to note a short background on the ideas that precipitated the distinction.   It would therefore be instructive to begin with a deconstruction of the leisure class. â€Å"The institution of the leisure class is the outgrowth of an early discrimination between employments, according to which some employments are worthy and others unworthy.   Under this ancient distinction the worthy employments are those which maybe classed as exploit;   unworthy are those necessary everyday employments into which no appreciable element of exploit enters.†[1] Veblen notes that the establishment of such a class was on of gradual emergence, tracing the primitive/savage times to barbarism.   â€Å"Activities of the primitive social group tend to fall into two classes (†¦.) exploit and industry.   Industry is effort that goes to create a new thing, with a new purpose given it by the fashioning hand of its maker out of passive (brute) material’ while exploit, so far as it results in an outcome useful to the agent, is the conversion to his own ends of energies previously directed to some other end by another agent.†[2] If one will put it in other terms, it was the timeline where man came from a usually peaceful existence to one of constant warfare (or at least the threat of it). Veblen (1899) outlines â€Å"two conditions upon which the development of a leisure class depends. First, the community must be of predatory habit of life (that is, be habituated to the infliction of injury by force) and second, the subsistence must be obtainable on sufficiently easy terms to admit the exemption of a considerable portion of the community from steady application to a routine of labour.†[3] The significance of these two conditions can be explained by saying that if â€Å"the advances of technology can the second condition be met, creating an opportunity that frees a class of people who can be the leisure class. If everyone must struggle to meet subsistence, then no one can afford to neglect productive activity, let alone dismiss productive activity in order to distinguish oneself from others who must labour to survive.†[4]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   As society began to progress shaping itself, the demarcations, distinctions and differences between individuals vis-à  -vis the occupations they held began to define itself much more clearly.   At this juncture, Veblen introduces the concepts of Industrial and Non-Industrial work, which one is more worthy than the other, and how to tell the difference between the two.   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   At this stage, it must be said that the differences in the distinction is primarily rooted in class differences. Veblen writes that the â€Å"most striking economic significance in these class differences is the distinction maintained between the employments proper to the several classes.   The upper classes are by custom exempt of excluded from industrial occupations, and are reserved for certain employments to which a degree of honor attaches.† [5]   But how does one make the distinction?   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   Industrial occupations are those that have â€Å"to do directly with the everyday work of getting a livelihood, is the exclusive occupation of the inferior class.† This inferior class includes slaves and other dependents, and ordinarily also all the women.[6] â€Å"A distinction is still habitually made between industrial and non-industrial occupations (†¦) Such employments as warfare, politics, public worship and public merrymaking are felt, in the popular apprehension, to differ intrinsically from the labor that has to do with elaborating the material means of life.   The precise line of demarcation is not the same as it was in the early barbarian scheme, but the broad distinction has not fallen into disuse. â€Å"[7]   Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚  Ã‚   The distinctions could therefore be summarized as non-productive vs. productive, worthy vs. unworthy, exploit vs. drudgery and superiority vs. inferiority.   â€Å"In the earlier stages of culture, when the personal force of the individual counter more immediately and obviously in shaping the course of events, the element of exploit counter for more in the everyday scheme of life.†[8] Veblen further asserts that it is the fact of ownership that brought all this on.   Moses (2002) offers the explanation that â€Å"ownership is psychologically relevant in terms of what an owner believes ownership conveys to the rest of the world. In other words, ownership is interesting specifically because of the unspoken messages that ownership communicates to the rest of the community.†[9] When the transformation happened from a peaceful society into a war-mongering one, there was the creation of the victors team.   What came about was public merrymaking, trophies or whatever outward praise was given to soldiers who had won in battle. As mentioned by Veblen, one of the highest forms to show how much honor or esteem you hold is the employment of domestic help.   Having butlers or maids is considered the ultimate manifestation of wealth.   I would have to agree also with the point that Veblen makes that it is not just about the accumulation of wealth that is important, but the manifestation of that wealth that is even more crucial.   I think that Veblen makes a good example of the butler and the maid as being ‘owned’ by their employers. I do not speak of issues of slavery but merely the concept that one can pay another person to do tasks that one considers menial†¦this is the height of lording it over people.   â€Å"The concept of dignity, worth, or honor, as applied either to persons or conduct, is of first-rate consequence in the development of classes and of class distinctions†¦Ã¢â‚¬ [10] While I think that Veblen’s body of work was quite provocative in the 19th century and can still be considered a must-read economic reference text, I feel that there are some pockets of his writing that no longer have as much relevance today as it did in the yesteryears. Although the idea that people constantly compete with one another in terms of who has more, who looks like they have more, comfort, job status, etc, I do not agree with Veblen that the role of women are still considered inferior.   Much has been achieved in terms of women’s rights in the last two centuries or so. I think Veblen also underestimates the role that physical comfort can play in the pecuniary emulation.   Let me leave you with this question, all things being equal (pay and status), would one rather be a garbage collector or an accountant?   Being in a physically happy place also makes the demand (and consequently, the wages) better for some jobs. Paper presented at the annual International Conference of the System Dynamics Society, July 20-24, Athens, Greece. This article introduces the relationship between online games and its players, and attempts to explain the possible social problems online gaming has caused among some players. Ahn and Park address the problem of gaming addiction and its effects on society as a whole. Chapter Fours In-Group in Contemporary Korean Society, is particularly valuable to my research as the chapter analyzes the grouping of people in todays society with respect to the newly developed cyber community. This reinforces the my idea that the advancement in technology today has created a revolutionary social culture in Korean youths today. This book was recommended by my professor, Dr. Lauren Mallas. PC-Bang (Room) Culture; A Study of Korean College Students Private and Public Use of Computers and the Internet. Trends in Communication 11(1), 61-77. Stewart and Choi conduct a study of Korean college students usage of the internet based on 291 students from University of Ulsan. They discuss the differences of genders when students select a space to access the internet. Like Huhhs study, Stewarts and Chois research also illustrates that the PC bang has indeed become a social networking game room for the young people, namely males. This article is significant in my research as they not only explore the trends of the male gamers through case studies, but also include statistics to solidify their findings and opinions. Another integral aspect of their article encompasses the issue of gaming addiction and the problems it causes society, which supports Ahns and Parks idea of online gaming becoming an obsession for some of its users. Spanish Cinema During The Dictatorship Spanish cinema was highly affected by the effects of the civil war; private investment in the production of commercial films fell drastically. The country was divided in two areas which were facing the effects of having military forces. This situation was reflected specially in the movie industry because at the time no-one wanted to invest in any new projects. Nevertheless, movie theatres in the whole country were doing extremely well all through the war; they were screening local productions as for example, Florià ¡n Reys clichà ©d Morena Clara (1936) and also, they were importing popular American productions. The Republican, who had the control over the principal centres of urban movie-making, gave authorization for the production of more than 200 films during the conflict. However, at the beginning of 1938 it started to be perceived that the Republican government was going to be defeated and therefore several members of the film industry started to organize their departure; most of them were Republican supporters. The directors Luis Alcoriza, Luis Buà ±uel, Carlos Velo, etc; also many actors as for example, Josà © Luis Baviera, Margarita Xirgu, Ana Marà ­a Custodio, Alberto Closes, Rosita Dà ­az Gimeno, Carmen Amaya; accompanied by a huge group of technicians such as the editor Josà © Caà ±izares, the camera operator Josà © Marà ­a Beltrà ¡n and the majority of the team members who were in charge of Andrà © Malrauxs Lespoir: Sierra de Teruel, migrated from Spain to countries such as: France, Argentina and Mexico. These were countries in which Spanish speakers had the opportunity to continue their work in the film industry. The director Buà ±uel was the perfect example of someone that was able to adapt to a life forced out of Spain. After he was exiled in 1946 he decided to go to Mexico and in 1949 became a Mexican citizen. However a large list of film makers who had started their careers under the Republicans and were sympathizers of the democratic government stayed at Francos side for example, Juan de Orduà ±a, Antonio del Amo, Benito Perojo, Florià ¡n Rey, Edgar Neville, Eduardo Garcà ­a Maroto, Rafael Gil, etc. The civil war finally ended on April 1939; afterwards Spain assumed a military dictatorship with General Franco in command. Obviously, the new management of the Spanish cinema industry during the dictatorship had a very negative repercussion on the film industry and could only lead to the best opportunity for those who were in the power to commit several crimes such as fraud, patronage, use of favours etc. It is important to highlight the fact that in 1940 three main official regulations were established and then submitted leading to the Spanish film industry to suffer the side effects of these intransigent regulations for many years. These regulations were: Compulsory dubbing Official state newsreel Film censorship Spanish Cinema during the dictatorship: Film Censorship Film censorship had been presented to Spain when the country was still facing the civil war in 1938; then in 1939 during the dictatorship of Franco it was stipulated all through the nation. During this period all film scripts had to endure a pre-censorship, shooting scripts had to be approved and Spanish films were required to have an exhibition licence, changes to image and sound tracks, cuts in completed movies were as well imposed and there was authorization of dubbing and subtitling. Film censorship was characterised for its inefficiency, for not being consistent when making decisions, and also for being arbitrary in its choices. Nevertheless it is difficult to establish if censorship caused the same impact on Spanish cinema as compulsory dubbing. Compulsory dubbing into Spanish and the taxation of all films that were imported from foreign countries were introduced by the industry and commerce ministry in April 1941. These two measures are normally seen as a consequence of Axis satisfactory results during the Second World War. However it seems to have more connection with Francos constant attempts to Hispanicize Spanish culture. At this time over 50% of the public couldnt read or write and most of Spain only spoke Spanish and didnt speak any other language and therefore Spanish film viewers soon got used to watching foreign films in dubbed Spanish. The film industry quickly realised that they could produce more profit from dubbed films than from using subtitles in films; as a result it was easier for censors to manipulate soundtracks and images. Nevertheless, compulsory dubbing drastically affected the country; economically and industrially. It caused a great damage to Spanish film productions; the main reason was that Foreign and Spanish films were in a position of equal accessibility to Spanish audiences and thus distributors and exhibitors abandoned essential elements in the effort to defeat international competition. Furthermore, the importation of international productions for distribution and even for exhibition was determined by the concession of import licences to national film producers. These licenses were given by official organisations to national film makers depending on the ideology of their productions. It was typical that the producers who supported Francos regime who behaved in a moderate and morally acceptable way would obtain three or five import permits. However, there were some films for example; El davo (1944) directed by Rafael Gil and El escà ¡ndalo (1943) directed by Josà © Luis Sà ¡enz de Heredia that won fifteen licences. Then these were sold for a lot of money, normally through the illicit black market, mainly to distributors from America who were based in Spain. The Spanish audience seemed to prefer foreign productions and therefore producers became very rich from selling import permits. This was also true for the distributers and exhibitors who also became very wealthy from screening foreign movies. As a consequence of this, for about ten years, the Spanish film industry was only used as a simply way of making very good profits from selling import licences. Spanish industry started suffering the consequences of a new law: compulsory official newsreels commonly recognised as NODO which was presented in December 1942 and had to be screened in all cinemas in Spain. This was basically political publication; propaganda used by the regime that had as its main purpose to influence Spanish people by the use of inaccurate information. NO-DO which is the acronym for Noticieros y Documentales Cinematograficos was used instead of the Italian and the German newsreels in cinemas in Spain and was compulsory until 1976. Unluckily, the mandatory introduction of NO-DO newsreels in Spain efficiently excluded a large number of younger national film-makers from presenting their work to the public such as, animation, documentaries or shorts and this certainly discouraged others to study in these areas. To lessen the gravity of the disastrous effects of the NO-DO policy, the regime presented a list of new protectionist measures that benefited the Spanish film industry. The following are some of these measures: Revised classification schemes, screen quotas (initially one week of Spanish film for every six of a foreign film). Official loans with which to finance up to 40 per cent of a film budget. Official prize of 400.000 pesetas. National interest awards for deserving films. Until about 1945, the regime of General Franco had its favourite film genres, especially one called cine de cruzada or films inspired by war, which also commemorated the Franco regimes victories in the civil war, disapproved the defeated Republican and celebrated the power of the armed forces, the religious, and colonialist values of the new people who ruled the country by that time. These films included: Escuadrilla (1941), Boda en el infierno (1942) and Los à ºltimos de Filipinas (1945), all directed by Antonio Romà ¡n.  ¡Harka! (1941) directed by Carlos Arà ©valo, El crucero Baleares (1941) directed by Enrique del campo and Juan de Orduà ±as  ¡A mà ­ legià ³n! (1942). There was especially one film called Raza (The Race) (1942) directed by Josà © Luis Sà ¡enz de Heredia which was without doubt one of the more significant films for the genre. Towards the end of 1940 and As the nation came to terms with the dramatic repercussions of the bloody civil war that had just ended, and while the rest of Europe engaged in its own devastating conflict, Franco found the time to write a brief novella entitled Raza. Published under the pseudonym Jaime de Andrade, Raza was structured like a screenplay and clearly intended to be made into a film; a semi autobiographical film, reflecting aspects of Francos real life. In 1945 with the foreseen defeat of the Axis, the descent in influence of Falange (Political organisation) and the ideology adopted by Franco of National Catholicism, the principles of the cine de cruzada was transformed into different nationalist genres. These also contained the period drama, the folkloric comedy, the historical movie, and the religious film. Comedies seemed to be preferred by the box office, the reason being this genre of film was the most popular and therefore the most profitable; especially films directed by Edgar Neville, Rafael Gil and Josà © Luis Sà ¡enz de Heredia who produced many clichà ©d, bullfighting films and folkloric musicals. These types of films were characterised for their poor quality and being cheerful in nature and having low production values. However, these films were produced for easy viewing; also, audience had the opportunity to participate. These were vehicles which were created around the best singers of that time, for example, Juanita Reina, Carmen Sevilla, Lola Florez, Paquita Rico, Currito de la Cruz, and Conchita Piquer as in Florià ¡n Rey La Dolores (1940). Yet in a time in which international isolation and repression for its fascist supporters was very common, the regime encouraged film producers to use the great national symbols of old and resist using anti-Spanish symbols in a serie s of bulky over produced biopics, commemorating distinguished Catholic heroines as in Juan de Orduà ±a Locura de Amor (Love Crazy) (1950) and La Leona de Castilla (The Lioness of Castille) (1951), and Reina Santa (1947) a film about a virtuous Spanish princess who becomes the Queen of Portugal directed by Rafael Gil. Along with these theatrical and historical films, we also see a strong Catholicism and missionary colonialism theme running through the cinema at this time, such as Misià ³n blanca (1946) directed by Juan de Orduà ±a, and then there were the prototypes for the sentimental, religious dramas of the early 1950s with films like Balarrasa (Reckless) (1951), A mans harrowing experience in war which turns him to God for salvation and he becomes a Priest) directed by Josà © Antonio Nieves Conde. It is worth mentioning that the same Falangist director, Josà © Antonio Nieves Conde, directed Surcos (Furrows) (1951), dealing with the fatal repercussions of leaving the old country and implications of migrating to the city. This film seemed to symbolise the realist cinema which was more relative to daily life in Spain and to the Spanish people, issues of lower orders, and presenting social problems that were entirely absent from Spanish cinema screens. Surcos was also the cause of strong disagreements between Falangism and conventional Catholicism because in 1951 Josà © Marà ­a Garcà ­a Escudero who was the General Director of Cinema at the time, denied to give the national interest award to Juan de Orduà ±as Alba de America (Dawn of America) (1951) as he preferred Surcos instead. As a consequence of this, Escudero had to leave his position as General Director of Cinema and Orduà ±as historical epic was awarded instead. This was an indication of the regime position towards f ilm makers who had the courage to defy the regime baring the less appealing, problematic side of social issues in Francos dictatorship. Realism had gradually returned into Spain through the weird example of Italian neo-realism and soviet cinema at the end the 1940s, it had sneaked into university film programmes. These types of films found great acceptance among some disillusioned Falangist film makers in the new, official film school, which was created by the regime and founded in 1947. Originally, the regime permitted the establishment of the Instituto de Investigaciones y experiencias cinematogrà ¡ficas (Institute for Film Research and Experiment) by means of forcing control on professional access to the film industry. In 1962 its name was changed to Escuela Oficial de Cine (Official Film School) and represented its programme on the curriculum for the Italian Centro Sperimentale in Rome. The IIEC was known for its lack of good teaching standards, and poor resources. However, the IIEC acquired 109 students just in the first year of its foundation; many of these pupils played important roles in the film industry movements in the 1950s and events which were organized to manifest cultural and also political opposition to Francos regime. Spanish Cinema during the dictatorship: Neo-Realism (1952-1961) Neo-Realist ideology started to be more obvious throughout the film industry in Spain almost immediately, not only in films by the young upcoming directors but also in those by followers of Franco such as Josà © Antonio Nieves Conde, who with his controversial film Surcos, let Spaniards see some of the unpleasant aspects of urban life. Luis Garcà ­a Berlanga and Juan Antonio Bardem were two disillusioned Falangists who studied at IIEC, they both were very important individuals in the attempt to renew Spanish cinema. These two men worked together with their own production company called UNINCI and in 1951 made Esa Pareja Feliz (That Happy Couple) (1953). The story was based on dreams of the working class about the improvement of the economy with parodies of CIFESAs (Compaà ±Ãƒ ­a Industrial Film Espaà ±ol S.A.) epic cinema and also the escapism of romantic comedies from Hollywood. Berlanga and Bardem proceeded with the same satirical style in the respected Spanish parody Bienvenido Mister Marshall (Welcome Mr. Marshall!) (1953).This production had a very critical edge and for that reason it obtained a very positive international recognition. Nevertheless, it was publicly and officially disapproved in Spain. Although the critics of his movies were softened by the parody and comic tone, Berlanga frequently had cens orship and poor distribution issues. Juan Antonio Bardem was part of the illegal Communist Party and also one of the organizers of the Salamanca Film Conference in 1955. His career in the film industry in the 50s and 60s was interrupted with periods of imprisonment due to his political actions against the regime. Among his works were Cà ³micos (Actors) (1953) and Muerte de un ciclista (Death of a Cyclist) (1955) in which Bardem emphasises in a critical perception of the bourgeoisie in Spain and showed some short images of people living in extreme poverty in Spain, this film gave Bardem substantial international recognition (Winner of the 1955 FIPRESCI Prize at the Cannes Film Festival). The introduction of new ideas from international lands caused great fervour and strong feelings of change among filmmakers and the general public alike. Public discussions were due for the first time in Spains old University City Salamanca lead by Basilio Martà ­n Patino and sponsored by the Universities film club, the first National cinematographic conversations called the attention of professionals in the Spanish film industry, scholars, critics and writers who were there to represent a vast range of ideologies, these conversations took place between 14th and 19th of May in 1955. There was an opened document declaring the meeting which was signed by directors such as Bardem, Patino, Muà ±oz Suay, etc; these recognised personalities of the film industry along with many others discussing a number of topics, for example the censorship criteria, film distribution, and protection quotas. They also mentioned that it was crucial to include a member of the film industry in the censorship team and wanted that point to be considered. The discussions in Salamanca caused a minimum reaction for which many of their supporters thought the talks had been a failure. The fascist government opposition said the talks were an opportunity given to the regime by a bourgeois organization to sharpen its manipulation by the use of censorship criteria. Conservatives said the talks were proof that communist were infiltrating; some other people said that the discussions were clear evidence that the film industry in Spain was in its infancy, but for others of its history and maturity. Nevertheless it is important to say that the talks had helped the awareness of Spanish cinema on a national level and due to some insecurity in the government eleven months after the Salamancan talks the general director of film and theatre was substituted by Josà © Muà ±oz Fontà ¡n (Whose career would later be destroyed by Buà ±uels controversial Viridiana (1961)). The most obvious evidence of official reactions was that the film industry was in c omplete silence following the talks and the Franco Government quietly turned its back. Although censorship had caused an artistic void in Spain, the new emerging and inspiring ideas being introduced into Spain had created new blood with young home grown directors such as pioneers Luis Garcia Berlanga and Juan Antonio Bardem (Who both helped to create la està ©tica franquista, a film style which ironically defined Spanish film during Francos reign). Spanish Cinema during the dictatorship: New Spanish Cinema (1962-1968) Spain made its first attempt to be part of the European common market in 1962; the country wanted to prove that Spain was not the fascist, retrograde it used to be; Spain was going through a new phase of liberalization. The moderate Garcà ­a Escudero who was dismissed 10 years before for supporting the film Surcos was brought back to accompany the director of cinematographic and theatre position. Garcia participated in the discussions in Salamanca and was aware of the disappointment and frustrations of those people who were attempting to make films during the dictatorship of General Franco and therefore when the repression caused by the use of censorship temporally down the pressure on the film industry in 1962, Josà © Marà ­a Garcà ­a Escuderos started to revise the points discussed in Salamanca which after seven years had not been even considered. One of the hardest aims for Garcà ­a Escudero to achieve was to update the censorship system. In this attempt he was attacked by constant criticism, especially by members of the church and the right wing who accused him of being a repulsive freak of a promoter. Forth revised codes were stipulated in 1963, which were strongly attacked with the only purpose of bringing back many of the strictly controlled measures. Although several of the new film makers were clearly part of the opposition, the dictatorship found the way to silence their voices. Josà © Garcà ­a Escudero did not find enough political support to cause any serious alteration to the censorship system; however, in 1962 he managed to create a new category for special interest films. This category was very significant for new professional film makers from The Escuela Oficial de Cinematografà ­a (EOC), to work in a film industry in which they had never been allowed to be involved in unless they were only apprentices. As a consequence of the special interest category a new genre in the film industry appeared. This new genre was films that showed the problems of Spain, especially with criticism towards the social situation of the country, for the first time realistic narratives of Spain were screened in cinemas along the country. This type of cinema was called by critic Juan Francisco de Lasa as New Spanish Cinema. The new cinema in Spain was known for its use of metaphor showing social criticism which was prominent in the 1950s especially by directors Luis Garcà ­a Berlanga and Juan Antonio Bardem who were well respected at the time and classed as the best of their era and genre. Nevertheless new directors focused more on the 1890s literary generation. Spanish writers like the likes of Antonio Machado, Miguel de Unamuno and Pà ­o Baroja were attempting to find answers to national issues in its literary, historical and also geographical past, the new directors in the 1960s were more interested in analyzing and criticizing social traditions in Spain in an attempt to form an image of Spain in which the country is seen for what it really is, instead of for what it was in the past or people thought it would be in the future. Despite the special category which allowed new Spanish productions to work as films of special interest, young Spanish film makers were still being attacked by censorship, as seen in Miguel Picazos La tia Tula (1964), that had a cut of over four minutes and then there was the confiscation of certain scenes from Carlos Sauras Llanto por un bandido (1964) which were eventually destroyed by the censors. Manuel Summers Juguetes rotos (1964) recalls the heroics of a boxer, a bullfighter, and a soccer player, showing the contrast between the opportunities of youth and the loneliness of advancing age still had its problems with the censors with the director receiving a long list of prohibited shots, including the following. A child begging A group of girls in bikinis Dialogue saying Cualquier Espaà ±ol puede ser torero (Any Spaniard can be a bullfighter) These frequent restrictions caused an enormous frustration among many promising film makers. When the regime realised that the new Spanish cinema was being used in opposition, the government designed a system which allowed control over film distribution, making sure that these films were seen only by a chosen few; new Spanish films were screened exclusively in a system of art theatres for a very small educated audience. The arte y ensayo system started in January 1967 with the following restrictions: 380 theatres Only in urban areas (cities of over 500,000 inhabitants) Cannot seat more than 500 (By law) The distributors at first thought it was great to be able to offer films shown for the first time in Spain but because the audiences were small, exhibitors advertised promising them fruto prohibido (films prohibited or censored elsewhere). While this was correct, most of the public had misinterpreted it and would come looking for lewd material. Most previously censored films were not necessarily sexually explicit, censored more for political or social reasons such as Jean-Godards A bout de soufflà © (1960), Luis Buà ±uels Exterminating Angel (1962) and Ingmar Bergmans Persona (1966). The public became totally disillusioned and because of the years of censorship was completely unprepared for the new developments in films. By 1972 the art theatre ceased because it proved to an unsuccessful experiment. The special theatres were created not so much for the benefit of the Spanish film industry but so that foreign tourists in Spain could see movies in their native language. The New Spani sh Cinema was being exhibited mostly in the art theatres but after a mere five years, Spains New Cinema did not have an audience in its own country and they were all abolished. The whole movement had attracted nothing but problems from the start due to the total lack of film culture in Spain. Directors of New Spanish Cinema created films which felt out of date to the foreign audiences. Basilio Martà ­n Patinos Nueve cartes a Berta (1966) was entered into Cannes by Josà © Marà ­a Garcà ­a Escudero but straight away rejected; Patinos honest and naive film felt dated to an international audience with their advanced understanding of cinema. To be fair to Garcà ­a Escudero he had accomplished a lot between 1962 and 1966, over forty new directors had made their first film. This wasnt enough for him to keep his position of director general of Cinematografia y Teatro, and he was dismissed for the second time in his career. There were two reasons given, the first was economic; the secon d was for The Primeras Jornadas Internacionales de Escuelas de Cinematografà ­a (First International Film Schools Discussions) and his lack of control over a new and important presence in the Spanish film world, a group of students and young directors who were presided over by the respected film critic Ramà ³n Gubern and in part by director Joaquim Jordà   who is quoted saying: Today is impossible to speak freely of reality in Spain, so we are trying to describe its imaginary life* This group organized the only public discussion of film in Spain for the last twelve years. These discussions were held between 1st and 6th of October 1967 in the Catalan beach town of Sitges. Attended by students, critics and young filmmakers, the Sitges conference provided a unique space for anti-Franco protesters, revolutionaries and supporters of experimental film. The Catalonian film director, Jordà   presented a manifesto for the Barcelona School that became widely known as the Sitges Manifesto. This manifesto provided a clear focus for debates on questions of film principles and political ideals, as well as new ideas for production and exhibition of work outside Francos restrictive regime. Jordà  s drafted the manifesto with a Marxist tone and could not be further from the New Spanish Cinema if it tried, with demands to end all censorship and state subsidies of any kind. Furthermore it called for the replacement of the Sindicato Nacional de Espectà ¡culo (State Entertainmen t Union) which would be able to supervise the production, distribution and exhibition of film. The Sitges manifesto rejected any possibility of working with the system and would only agree to a film industry totally independent of the state. By the time the Franco regime noticed what was going on in Sitges the conference was coming to a close. Nevertheless police interrupted the end of the event and arrested participants. Jordà   sought refuge in Rome and classes were briefly suspended at the National Film School. Garcà ­a Escudero was finally dismissed in November 1967. After the regimes reaction to the conference in Sitges, the Spanish film directors union (Agrupacià ³n Sindical de Directores-Realizadores Espaà ±oles de Cinematografà ­a (ASDREC)) was planning to continue the debates at their own convention, scheduled on the 23rd of November in 1969. A group of professional directors proposed that they carry out a study of the main problems of Spanish film and publish the find ings. Some of these findings, including eliminating film censorship, had been taken from Sitges. Officially the ASDREC convention was prohibited due to its controversial tone, but this didnt stop them. After many preliminary talks between directors discussing the topics most relevant to the industry, the main meeting was eventually held in March 1970. * Higginbotham, V. (1988). Spanish Film Under Franco. Texas: University of Texas Press. p66 Spanish Cinema during the dictatorship: The decade of Francos death (1969-1975) With the demise of Garcà ­a Escudero and the New Spanish Cinema and the breakup of School of Barcelona with its avant garde views, Spanish movie screens were full of foreign Spy movies and spaghetti westerns. The decade of Francos death (November 20th 1975) had started badly for Spanish film, with huge debts for the industry and the best of its new films were hardly shown on Spanish cinemas screens. 20 percent of world cinema had been banned in Spain since the Civil War and by the 1970s it had risen to over 50 percent of films made abroad that couldnt be seen on Spanish screens. If most of the worlds greatest films couldnt be seen in Spain, at least it wasnt being so strong on letting them be filmed there, even if it brought controversy. One of the most important (and controversial) events for Spanish film during the later years of Francos reign was Buà ±uel being granted permission to film Tristana (1970) in 1969. Tristana, definitely one of Buà ±uels finest, is a great example o f why his films, although banned and not well known to the Spanish people, were considered by Spanish Directors in the know as National treasures. In total contrast to most of the Spanish films made during the dictatorship, Buà ±uels vision of Spain seemed and felt more authentic. With the use of real people where possible as in Viridiana (1961) where he selected a group of beggars straight from the streets of Toledo and Madrid, and then there is the title character from Nazarin (1959) who is a typical anarchistic Spanish clergyman (many were murdered on the suspicion of being Communist sympathizers during the Civil War). Buà ±uels return to Spain was also the start of a new era in Spanish film, in the next five years leading up to Francos death there were some great films to come out of Spain. Carlos Saura (after Buà ±uel is Spains most important director during the post-war era) managed to create some great films even though his films were criticized by both right and left wing equally. He had the power to irritate and inherited Buà ±uels ability to cause trouble and whose films also managed to disturb the uneasy calm of the Franco camp. Films included Los golfos (1959), Ana y los lobos (1972), La prima Angelica (1973) and Cria cuervos (1975) the title in Spanish stems from the phrase Raise ravens and theyll pluck out your eyes and the equivalent phrase in English would be you reap what you sow. Filmed the year before Francos death, it makes clear how the regime, through an out of date religious education, making certain that the young do not grow into cuervos (ravens) and rebel the fascist myth. Last but definitely not least is the most highly acclaimed film in the history of Spanish cinema, El espà ­ritu de la colmena (Spirit of the Beehive) (1973) one of the most beautiful and poetic films ever filmed, a film which has been haunting audiences both Spanish and abroad since it first premiered in Madrid in October 1973. A young Victor Erice (he was 33 years old when he directed his master piece, 3 years younger than Orson Welles when he directed Citizen Kane (1941)) was in search of new myths and turned to classic horror films for inspiration and he found Frankensteins monster to represent Spain and its problems. After seeing James Whales Frankenstein (1931) for the first time, seven year old Ana becomes fascinated with the monster, she becomes obsessed with finding him, and transfers this onto a wounded army deserter, who she is convinced is the monster. As a metaphor for Spain, the monster is a ghoulish collage of a man, a monstrous figure constructed by the sinister creat or, Dr. Henry Frankenstein. Even the Doctors name sounds very much like Franco. With its reference to the myth of Frankenstein, Erice found an uncanny metaphor for Francos Spain. The monster was reborn and had no memory like a new born baby, he has no moral sense and so can behave kindly, then kill (by accident or otherwise). Frankensteins monster being a literary myth himself suitably represents the final result of the so called Franco myth. Chapter Three Spanish Cinema back to Democracy General Franco died on the 20th November 1975, and with his death died 46 years repression, a new phase of history was about to be born in Spain. It was the time for freedom which would give strength and new backbone to the Spanish cinema. It was as if Spain finally had democracy, liberalism, explicitness and experimentation all at once. Directors were now creating without the pressure of all those previous prohibitions. Franco before he died had designated as his successor Juan Carlos of Bourbon, who was the grandson of the last king of Spain. Torvald Holmer's refusal to borrow money displays the character of a proud and controlling man. Helmer provided the financial support for his family through hard work, not depending on others for money. When Torvald's law practice did not provide financially, he sought a job at the bank. After Helmer received a promotion at the bank, Nora felt they could now afford to be extravagant for Christmas. Nora says, "This is the first Christmas that we have not needed to economize." Torvald announces that his promotion is not until ". . . after the New Year," so Nora blurts out ". . . we can borrow till then." Helmer interprets Nora's spending of money as wasteful and foolish, telling her "That is like a woman! ...There can be no freedom or beauty about a home life that depends on borrowing and debt." Obviously Torvald earns and manages the money in the house, and he attributes Nora's lack of understanding of these matters to her gender. Torvald views a woman's place to beautify the home through proper management of domestic life, behavior, and appearance. Helmer demeans Nora about spending in calling her "sweet little spendthrift, but she sure uses up a deal of money . . . " After accusing Nora of being irresponsible with money, Torvald rejoices at her dependence on him stating, ". . . Is my little squirrel out of temper? ...what do you think I have here?" Nora exclaims, "Money!" Torvald finds merriment in watching her happy reaction to him giving her money, and Nora saying, ". . . Thank you, thank you, . . . " This illustrates the helplessness of Nora and her dependence on Helmer, causing him to feel in control. 8. Nora's secret crime confessed to Christine Linde, a childhood friend, had been to save her deathly ill husband's life by borrowing money. She borrowed the money from Krogstad, without getting her husband's permission. As Nora and Christine palaver about their lives, Nora explains the financial hardships they had. "...Torvald left his office . . . There was no prospect of promotion . . . during the first year he overworked himself dreadfully . . . but he could not stand it, and fell dreadfully ill, and the doctors said it was necessary for him to go south." Since he was in danger of dying, Nora's explanation was that the doctors urged them to live in the South for a year; yet they thought Helmer should not know how ill he really was.

Environmental Apocalypse The environment is in a terrible condition and although an environmental apocalypse is not imminent we are definitely headed down that road. Some of the reasons for our Earth’s trouble are overpopulation, consumerism, and overconsumption. The earth’s population is ever increasing; it is only a matter of time before there are not enough resources to support life on the planet and the population begins to die off due to lack of food, water, and other resources. With our current population increase rates the population will double within the next century. â€Å"Indeed, the world population did double in thirty-seven years from 1950 to 1987.'; (Ehrlich, 1990) The problem with overpopulation is that even if we all reduce our impact on the environment, when the population doubles, so will the total impact on the earth will be doubled. Consumerism is another thing that is threatening our planet. Everyone who wants to be anyone â€Å"must have'; whatever is cool at the time. This usually means the biggest, meanest, least efficient car or the fanciest toys, generally leading to wasteful packaging and harmful chemicals or other bad stuff. â€Å"In short, Impact = Population * Affluence * Technology.'; (Ehrlich, 1990) The problem is that everyone cares too much about societies image of them that they don’t think about the results of their actions. We also have a problem with the consumption of our resources. Many of the resources that we rely like fossil fuels, forests, and water are non-renewable. We are rapidly depleting these and have nothing to use when they are gone. Our society will have a lot of trouble turning around their habits until we are desperately low on them and it will be too late. It will be difficult to develop alternative technologies because of a lack of government funding, and the people who have the money (oil companies) do not want their income taken away by a different resource.

(Genesis 1:3-5) (1) The sun has been an endless source of inspiration, both physical and spiritual, throughout the ages. For its light, warmth, and the essential role it has played in the maintenance of the fragile balance of life on earth, the sun has been honored and celebrated in most of the world's religions. While the regeneration of light is constant, the relative length of time between the rising and setting of the sun is affected by the changing of the seasons. Hippocrates postulated centuries ago that these changing patterns of light and dark might cause mood changes (9). Seasonal downward mood changes of late fall and winter have been the subject of many sorrowful turn-of-the-century poems of lost love and empty souls. For some, however, â€Å"the relationship between darkness and despair is more than metaphoric (6). It is only recently that the distinct neurological effects associated with the shortening of the day in winter have been more clearly understood. One interesting example of mood change associated with seasonal change is Seasonal Affective Disorder. While Seasonal Affective Disorder (or SAD) is interesting in itself as a long-suffered from but only recently labeled illness, it is perhaps most interesting as an illustrative example of the complex interplay between neurological processes and the environment. The study of Seasonal Affective Disorder provides fasci... ...ide? If healing comes from a pill, a shot, a box of light, does that make the illness real? Although my father would probably have steam coming out of his ears by this point in reading this paper, the lesson here is not in whether or not Seasonal Affective Disorder treatment should be covered by health insurance. Instead, it should be understood within the larger framework of how minds interact with the environment. Seasonal mood change is a clear and undeniable example of what happens when something goes wrong in the exchange of information from the outside to the inside. Main Issues and Trends that affect marketing management now days and how do they influence organizational planning. Marketing Management is a business discipline which is focused on the practical application of marketing techniques and the management of a firm's marketing resources and activities. Rapidly emerging forces of globalization have compelled firms to market beyond the borders of their home country making International marketing highly significant and an integral part of a firm's marketing strategy. Marketing managers are often responsible for influencing the level, timing, and composition of customer demand accepted definition of the term. In part, this is because the role of a marketing manager can vary significantly based on a business' size, corporate culture, and industry context. For example, in a large consumer products company, the marketing manager may act as the overall general manager of his or her assigned product. To create an effective, cost-efficient Marketing management strategy, firms must possess a detailed, objective understanding of their own business and the market in which they operate. In analyzing these issues, the discipline of marketing management often overlaps with the related discipline of strategic planning. The main issues and trends that affect marketing management are environmental problems, income gap, customer dissatisfaction, global competition, environmental deterioration, infrastructure neglect, economic stagnation, low labor skills and other issues. Some of these affect marketing management in a positive and negative manner, because they are problems and are considered opportunities. Marketing essentially is the creation and delivery of a standard of living to society. A market is a locus of trade: individuals or groups exchange anything, anywhere, anytime, to satisfy needs or wants. Most marketing managers have been satisfied analyzing their marketing plan using the classic Marketing Mix: Product, Price, Place, Promotion. With the advent of globalization in general, and the Internet in particular, marketing management must reevaluate these Four Ps, even converting to Four Cs to tackle the new challenges facing the old mix. I have realized that globalized market means that domestic companies can count on a much larger market potential for their goods and services; bad news is that they will face a greater number of competitors. Next, issue that I considered an issue that affect marketing management is environmental deterioration. Environmental deterioration presents countless opportunities to companies that can create more effective means of cleaning up the environment. Infrastructure neglect will provide huge opportunities for companies in the construction, transportation, and communication industries. Economic stagnation is another issue that is constantly affecting marketing management and the cause is its favoritism for companies that are good. Low labor skills are an issue and it promotes positive results in the business world because it challenges educational and training companies to design more effective programs for upgrading human skills. Last, although I have considered income gap issue as the first issue influencing organizational planning.

ASSET MANAGEMENT DEFINITION The following definition for asset management is adopted, based on PAS 55: Asset Management is the systematic and coordinated activities and practices through which Rand Water optimally manages its assets, their associated performance, risks and expenditures over their lifecycle for the purpose of achieving its organizational strategic plan. 9. STAKEHOLDERSThe following stakeholders are relevant to asset management: * Customers who purchase water from Rand Water; * Suppliers and s ervice providers; * Government; * Standards authorities; and * Auditor General of South Africa. 10. STATUTORY REQUIREMENTS The following legislation and regulation are relevant: Annual Financial Statements are required to be prepared in compliance with the South African Statements of Generally Accepted Accounting Practice (SA GAAP), the Water Services Act No 108 of 1997, Companies Act No 61 of 1973, and the Public Finance Management Act No 1 of 1999 as amended. The Constitution (and its amendments) secures the right of every Citizen to sufficient water;The Water Act ensures that everyone has access to water, water resources are conserved, protected and managed, proper water resource planning takes place, the costs of managing and developing the resource is addressed and that water resource institutions are established. The Water Services Act defines the rights to basic water supply, the setting of national standards and norms, water services planning, regulation of water services, e stablishment of water boards, the monitoring of water service provision and the promotion of effective water resource management and conservation. The Water Services Act is supported by the Strategic Framework for Water Services which sets out an implementation framework for the Act and gives effect to the regulation of water services delivery.The principle objectives of the PFMA are to secure transparency, accountability, and sound management of the revenue, expenditure, assets and liabilities of the institutions to which this Act applies. In terms of this Act, from an asset management perspective Rand Water is: * responsible for the effective, efficient, economical and transparent use of the resources of the department, trading entity or constitutional institution; * responsible for the management, including the safe-guarding and the maintenance of the assets, and for the management of the liabilities; The Occupational Health and Safety Act (OHSA) (85 of 1993, Construction Regulat ions) state that: the owner of any â€Å"structure† (incl. nfrastructure such as waterworks, buildings, drainage works and roads) to maintain such structure in a manner that the structure remains safe for continued use and such maintenance records shall be kept and made available to an inspector for continued use. 11. ASSET MANAGEMENT QUALITY FRAMEWORK The development of an ISO Standard for Asset Management is currently in progress. The ISO Standard development is being led by the British Standards Institute (BSI) as secretariat and there are 22 countries participating and 14 countries observing. South Africa is participating with representation from the SABS. The ISO standard is expected to be launched in late 2011. The final ISO standard is expected to be substantially aligned with the current PAS55 specification for asset management, which has widespread adoption around the world by both public and private enterprises.Rand Water will adopt the PAS55 specification as an int erim framework for the implementation of asset management until the launch of the ISO Quality Standard for Asset Management. Once the ISO Quality Standard has been launched, Rand Water can evaluate the formal adoption of the Quality Standard within the organization. 12. ASSET MANAGEMENT STRUCTURE ROLES AND RESPONSIBILITIES The strategic assets of Rand Water work together as one large system, for which custodianship is assigned to the Senior Manager Assets. However, the Rand Water assets can currently be split into 4 main supply systems and 2 main purification systems, on the basis of geography and function.The systems are the following: * Eikenhof Supply System * Zwartkopjies Supply System * Palmiet Supply System * Mapleton Supply System * Vereeniging Purification System * Zuikerbosch Purification System These systems are shown in the figure below. Figure 121: Rand Water Supply and Purification Systems The management objectives of the Supply Systems are somewhat different from the m anagement objectives of the Purification Systems. The management objectives of the Supply Systems are focused on satisfying commercial customer service levels, managing current and future user demand, and managing water delivery including water conveyance, pumping, storing, and end user delivery control.The Purification System management objectives revolve around managing the purification of raw water to agreed quantity and quality service levels. Given the vast magnitude of the assets under Rand Water control and the different management objectives, it is prudent to split the asset management planning responsibility according to the different supply systems and then roll these plans up into a consolidated Asset Management Plan (AMP) for the entire organization. This is shown schematically below. Seven areas of technical expertise have been identified below and a detailed breakdown of assets is provided in Annexure A. : 1. Buildings and Property; 2. Civil Structures; 3. Pipelines; 4. Electrical Equipment; 5. Mechanical Equipment; 6. Process Plant; and 7. Automation Equipment. In order to effectively manage the asset portfolio, planning should done by functional area, with each functional area being assigned to one Asset Management Planner.The technical expertise of managing the assets is best arranged by asset group and should be headed by an Asset Manager. The Asset Management Planner should have expertise in planning and the primary management responsibility of developing and implementing Asset Management Plans fo r each Supply System. This includes defining service levels, forecasting demand, integration, optimised decision making, and developing long term financial plans. The Asset Manager should have a strong technical background in design, rehabilitation, and maintenance of the asset group and the primary management responsibility of optimally managing the lifecycle of the asset group, bearing in mind the priorities and constraints of each Supply System.This includes managing condition data collection, assessing asset risk, setting standards, and the development of maintenance and rehabilitation strategies. These two groups will interact in a matrix structure as shown below. Figure 123: Asset Management Planning and Management Structure It should be noted that the Asset Managers help the Asset Management Planners develop the best asset management strategies to achieve the specific objectives of the Supply System. For example, the strategy to manage pumps in a Supply System may be differen t from the strategy to manage pumps in a Purification System as the pumps pose different risks to the achievement of the management outcomes.Even between two different Supply Systems, similar pumps may have different strategies as they may pose different risks to each particular Supply System. The organogram under the Senior Manager Assets is shown below. Figure 124: Organogram There is substantial integration required between all the units under the Senior Manager: Assets to implement effective asset management practices. These interfaces will mature with the implementation of a structured asset management improvement process. 13. 14. ASSET MANAGEMENT IMPROVEMENT PROCESS Rand Water is at the initiation stage of the implementation of asset management as a holistic practice across its structure.A new structure has been formed under a strategic asset manager and the mandate has been given for the structure to implement asset management best practice. The strategic asset manager now ne eds to proceed with the implementation process. The process for the adoption of asset management within Rand Water follows the approach advocated by PAS55 with additional guidance from the IIMM. The process starts with the development of an asset management policy that is aligned with the strategic objectives of the organization. The policy then guides the development of an asset management strategy, which is a set of actions, to enable asset management within the organization.The strategy needs to be implemented in a manner that develops internal capacity in the organization to execute the asset management practices as a part of everyday business. A process of improvement management then needs to be adopted to ensure that the asset management capabilities are further developed and refined with time. The asset management strategy implementation will require substantial change management to raise the capability from awareness through to integration. ASSET MANAGEMENT STRATEGY DEVELOPMENT The asset management strategy specifies the actions that need to be undertaken to develop, improve and embed asset management capacity within the organization in order to achieve the corporate objectives.The process of strategy development is to assess the organization’s asset management system by means of an asset management practices audit, which compares the organization's current asset management practices against the requirements of PAS 55 and international best practice. The audit is made against the asset management system components that comprise asset management within the organization. The identified best practice â€Å"gaps† are prioritized and programmed in an asset management strategy to drive improvement. Furthermore, the audit provides a benchmark to measure organizational improvement and maturity annually. 16. ASSET MANAGEMENT SYSTEM COMPONENTS The asset management system is a whole of life asset management framework that reflects the management and control level in the organization as well as the different stages of the asset lifecycle i. e. he system addresses the strategic, tactical and operational management of the organization as well as the planning, implementation and asset care phases o f the asset lifecycle. Note that the disposal stage is included under the asset care phase. The asset management system components illustrated below provide a high level structure for the strategy development. Each component should be reviewed in detail to determine the level of maturity of current practices, the best appropriate maturity level, and to define the actions required to achieve best practice. The components are shown in the figure below and described in greater detail in the text that follows.FIGURE PROVIDED SEPARATELY Figure 151: Asset Management System Components Strategic Management Components Asset Management Policy and Strategy An Asset Management Policy is a description of an organisation’s approach to Asset Management. It provides both the link between the overall organisational strategic plan and an effective Asset Management Plan, and also provides the start of the rationale that ultimately justifies every Asset Management activity the organisation under takes. An Asset Management Strategy documents the organisation’s overall approach to managing physical assets. It describes how the Asset Management Policy is to be implemented.As such it needs to be closely aligned with that policy as well as linking to other associated higher level strategies (e. g. operational strategic plans etc. ) Risk Management Policy A Risk Management Policy is a description of an organisation’s approach to Risk Management. It addresses the management of risk between the strategic, tactical and operational level of management and the linkages between these levels. It is closely aligned to the Asset Management Policy. Statutory Compliance Organisations must be fully aware of the duties imposed under legal instruments for all of their activities and must ensure its systems and procedures fully comply with the requirements.The organisation should have a system for identifying the laws and regulations applying to all activities involved with physic al assets and to ensure its systems and procedures comply with the requirements. Organisational Alignment and Commitment Organizational alignment and commitment across the organization is essential for the successful implementation of asset management. The Asset Management Policy, Strategy, and Plans should be aligned with corporate objectives. The asset management strategy implementation should be overseen by a steering committee with representation by departments including finance, corporate, planning, maintenance, operations, and project management. Asset management information and plans should be widely available and used across the organization to inform strategic and tactical plans across the organization.A strong commitment to an asset management improvement process by senior executive management, backed by the availing of adequate resources to implement the process, has proved to be a significant determinant of asset management success and lead to the realisation of asset ma nagement benefits. Asset Management Structure and Responsibilities The definition of roles and responsibilities for the implementation of the Asset Management Strategy is necessary to ensure clarity of purpose and to manage interfaces between line functions. Asset management KPIs should strengthen the accountability towards the implementation of the strategy. Customer Service Level ManagementThe setting and management of Customer Service Levels have substantial influence on the Asset Management Plans, which have the objective of providing the desired level of service in the most cost-effective manner (IIMM). The setting of Customer Service Levels should be undertaken in a consultative basis with customers and should reflect customer expectations. Improvement Actions and Management of Change Improvement actions and management of change are the combined processes, systems and procedures in place in an organisation to specifically deal with corrective actions, preventive actions and co ntinuous improvement actions. Financing StrategyThe financing strategy should quantify the total cost of asset ownership and the funding needs for additional capacity, level of service changes, asset renewal, and maintenance and operations over a long term planning period (20 years). The impact on funding sources and tariff setting should be determined to manage the surplus/deficit and to maintain financial sustainability over the long term. Investment decision making should incorporate organizational risk and triple-bottom-line consequences in the analysis framework. Skills Enhancement and Management Skills Enhancement and Management refers to the processes utilised to manage personnel training and development, along with staff retention systems. Tactical Management Components Subgroup: Planning Demand ForecastingDemand forecasting is the estimation of the change in demand based on population and land use change within a long term planning horizon (20 years). Demand forecasts incor porate several demand influences including service level changes, pricing, customer types, and consumption trends. Several demand forecast scenarios are developed and associated risks are quantified. Failure Prediction (capacity) Capacity failure prediction is the evaluation of capacity against forecast demand to predict failure time and the associate risks thereof. Failure Prediction (condition) Condition failure prediction is the prediction of asset decay and the associated risks of asset deterioration over time along with the dentification of appropriate asset strategies to manage the risks. Strategic Maintenance Planning The Strategic Maintenance Plan documents the continuing suitability, adequacy, effectiveness and efficiency of the Asset Care function by addressing formal compliance audits results, performance against KPIs, incident results, progress against previous management reviews, and plans for improvement. Reliability Engineering ; RAM analysis Reliability, Availability , Maintainability (RAM) Analysis provides organisational risk based assessments to highlight which assets are providing optimised return on investment and are being administered effectively at lowest cost.It involves understanding the concept of the three critical factors and how each affects the other. RAM can be applied at any point in the project lifecycle from concept to operation. However, it is most cost-effective at the early detailed design stage when the required operating parameters are known, equipment designs/vendors have been selected and engineering feedback from the RAM study can still be effectively and efficiently incorporated into the overall design. Asset Lifecycle Analysis Life cycle analysis involves the analysis of all costs associated with owning an asset. It is the sum of all recurring and non-recurring costs over the full life span of an asset or system.It includes the purchase price, installation cost, operating costs, maintenance and upgrade costs and the salvage value at the end of ownership or its useful life. Optimised Decision Making Optimised Decision Making is the process of identifying and prioritising projects/interventions required to manage risks at optimal timing, along with multi-criteria prioritisation based on lifecycle cost and triple-bottom-line based consequence analysis. The decision making is integrated across service disciplines and functional areas to derive the optimal project/intervention program that results in the best investment for the organization. Investment AnalysisInvestment Analysis refers to the evaluation framework and financial analysis used to evaluate the viability of the investments and to inform investment decision making. Investment analysis includes financial modelling and the quantification of net present value, benefit-cost ratios, risk reduction benefits, societal benefits, etc. Asset Management Plan The Asset Management Plan informs the organization of how the assets will be managed over t he long term (20 years) along with a short term implementation plan (5 years). The Asset Management Plan highlights the changes in demand, service levels, and asset condition along with the risks that these pose to the organization.It quantifies the long term funding needs and constraints and explains how the funding will be prioritised between the competing needs. It provides a prioritised short term (5 year) project/intervention program for implementation. It also incorporates the asset management improvement plan, which guides the organization on the practices to improve over the short term. Subgroup: Implementation Lifecycle Design Optimisation Lifecycle Design Optimisation is the process of incorporating lifecycle analysis, maintenance strategy, and maintenance constraints into the design phase to ensure that infrastructure is designed in a manner that minimises the long term lifecycle cost of asset ownership. Operational Readiness and CommissioningOperational Readiness is a st ructured systemic process that is used to prepare for the project operational phase. It is used to ensure that new or modified assets or systems are able to commence operation in the desired and expected manner. It is an integrated, proactive, considered approach to projects that ensures that people are operationally ready, systems are operationally ready, and assets are operationally ready. Commissioning is an integral part of the Operational Readiness process that refers to the execution of the testing, dynamic verification and acceptance plans for the assets to ensure the asset has been delivered to the required quality and performance criteria. Equipment StandardisationEquipment Standardisation describes the continual improvement method of reducing the cost of inventory and maintenance, by reducing instances of machinery, materials or spare parts that are one-off or stand-alone compared to others in use at a site. When equipment is standardised, one suite of spare parts can be u sed, and training for personnel is reduced, which in turn reduces overall maintenance cost. Subgroup: Asset Care Maintenance Performance Management (KPIs) Performance metrics (KPIs) are measures of an organisation's activities and performance and enable maintenance performance to be monitored against specific targets. Asset StrategiesAsset Strategy Development is the process to ensure that appropriate maintenance activities are performed with optimum effectiveness and efficiency to allow an organisation to achieve its business objectives at the lowest asset lifecycle cost. Failure Analysis and Root Cause Mitigation Failure Analysis and Root Cause Mitigation is the identification of potential costly failures and mitigation of all possible root causes of such failures. â€Å"Apollo Root Cause Analysis† is an event-based problem solving technique widely used as a leading practice to identify failure modes and effects on the process. Failure Modes and Effects Analysis (FMEA) and Failure Modes, Effects and Criticality Analysis (FMECA) are reliability based techniques and products that can be used to solve a wide range of reliability problems. Reliability Centred MaintenanceReliability Centred Maintenance (RCM) is a process that is used to determine what sort of maintenance needs to be carried out on any physical asset with a focus on preserving its system functions, rather than preserving the equipment. RCM is a logical, structured framework for determining the optimum mix of applicable and effective maintenance activities needed to sustain the desired level of operational reliability of systems and equipment while ensuring their safe and economical operation and support. External benchmarking Benchmarking is a continuous improvement tool that is used to achieve improved performance by measuring the organisation against other organisations that are identified as exhibiting leading practice worldwide. SustainabilitySustainability is the evaluation of the envi ronmental, economic and social impact of the assets and the extent to which the triple-bottom-line elements are incorporated in the organisation’s practices. Loss Mapping and Analysis All organisations are working to get competitive returns from their investments in assets. The complexity in plants and equipment through process automation and technology has substantially increased the number of problems that can cause production problems. To identify the source of the problems which contribute to major losses is a very important criterion to prioritise the process improvement projects. Maintenance/Operations Integration Maintenance/Operations Integration is a management principle with derivative actions, and is designed to combine the organisational functions of theOperations and Maintenance groups in order to become more effective and efficient. Integration ensures that the human resources of both departments have a clear, common and collective purpose to improve the equipme nt performance, and subsequently the benefits to the business. Operational Risk Analysis (compliance, contingency plan, risk management) The Operational Risk Management (ORM) process is undertaken to identify and quantify risk exposure and then develop suitable strategies, plans and procedures to maximise its upside and minimise its downside exposures. Operational Management Components Subgroup: Planning Planning Data Collection (condition, usage, risk)Planning data collection refers to the collection of information for planning purposes, which usually includes condition, usage, and risk data amongst other data. This information typically covers the entire asset group and is used to identify projects/interventions that need to be implemented over the planning horizon. Planning Information Management (condition, usage, risk, GIS) Planning Information Management refers to application of systems to manage planning information. Due to the different nature of planning and maintenance dat a, planning data typically does not reside is a CMMS, but rather resides within a GIS and planning database. Linkages between systems are important to allow the transfer of data for planning and analysis. Subgroup: ImplementationMaterial and Contract Management (vendor reliability, material management) Vendor Reliability refers to the capacity and capability of a vendor (or group of vendors) to consistently supply goods and services to the client in a timely manner as per defined specifications and standards. Materials Management is the complete set of processes and procedures that are used to ensure that resources other than personnel, tools and equipment are readily available to support all maintenance activities. Subgroup: Asset Care Maintenance Information Mgmt (CMMS) Maintenance Information Management entails acquiring, organising, maintaining and retrieving maintenance information.A Computerised Maintenance Management System (CMMS) is a system to assist with the effective and efficient management of maintenance activities through the application of computer technology. It generally includes elements such as a Work Order system, as well as facilities for scheduling Routine Maintenance Tasks, and recording and storing Standard Jobs, Bills of Materials and Applications Parts Lists, and other associated features. Maintenance Identification and Prioritisation Maintenance Identification is the process of defining what needs to be done to an existing asset to either ensure it remains in a state whereby it can perform its stated function, or can be efficiently returned to such a state.Maintenance Prioritisation is the process of determining a ranking or rating for a defined amount of work, based on an objective assessment of the importance of the work, in terms of the impact failure of the asset would have. Asset Criticality can be incorporated during this prioritisation process. Preventative Maintenance (inspections, work management) Preventive Maintenance is t he systematic care, servicing and inspection of equipment for the purpose of maintaining it in serviceable condition and detecting and eliminating failure modes. The ultimate goal of doing preventive maintenance is to keep the equipment running to its required function and operational standard. Work management covers all procedures that are followed to ensure that maintenance work is carried out in an efficient and effective manner.Work execution procedures are usually enacted by maintenance supervisors or coordinators and apply to work being done under the authority of properly planned and scheduled work orders. Planning and Scheduling (budgeting, short and medium-term planning, scheduling) Maintenance planning and scheduling includes the budgeting, planning and scheduling of equipment maintenance strategies to ensure that activities are performed with optimum effectiveness and efficiency. Health, Safety and Environment Health Safety and Environmental (HSE) management encompasses t he systems and procedures that are adopted to reduce the risk of causing harm to people and the environment that may be associated with the way in which maintenance activities are carried out. Condition Based MaintenanceCondition Based Maintenance is an equipment maintenance strategy based on measuring the condition of equipment in order to assess whether it will fail during some future period, and then taking appropriate action to avoid the consequences of that failure. The condition of equipment could be monitored using Condition Monitoring, Statistical Process Control techniques, by monitoring equipment performance, or through the use of the Human Senses. The terms Condition Based Maintenance, On-Condition Maintenance and Predictive Maintenance can be used interchangeably. Autonomous Maintenance Autonomous Maintenance refers to the management routine and minor maintenance of equipment without the need or requirement for intervention from a dedicated maintenance team. It is the ru nning repairs and adjustments that can be performed by the operators, before, after and during the use of the machinery.To enable these tasks to be completed effectively, operators need to be trained in the types of adjustments and repairs they are expected to perform, and given a degree of ownership of the equipment. Autonomous maintenance relies heavily on training and education to be able to identify the difference between normal and abnormal operation of the equipment they are operating. Organizational Support Components Information Architecture and Business Process Information Architecture is the flow of information and defines where and whom will be updating various data fields to ensure accurate information and accountability as it flows through various systems (GIS, CMMS, etc. ) Information flow mapping and allocating responsibility for data management increases the quality of the information.Business Process mapping identifies the process of tasks and responsibilities for t he implementation of key processes in the business. 17. CONCLUSION This document provides a framework for the adoption of a structured approach to implement asset management best practice within Rand Water. The document clarifies the scope of asset management, identifies a quality framework to adopt, describes the high level structure and responsibilities, defines an improvement process, and defines the asset management system components that should be developed in the improvement process to implement a whole of life asset management approach within the organisation.The implementation process required to adopt and embed asset management practices in a structured manner is described in this document and is the recommended way forward for Rand Water. Annexure A:ASSET PORTFOLIOS The following table lists a comprehensive collection of Rand Water’s Strategic Assets.
